No-Sew Pumpkin Tutu How-To

First start with an orange ribbon the length that you need to go around the waist, leaving room to be able to tie a bow to hold it on. I tied each end to a table so its easier to tie the tulle.

Cut orange tulle the length that you want, for my newborn my pieces were about 6 inches, tie knots along the ribbon.  

Once you have the orange tulle the length that you need tied onto your ribbon get green tulle. Tie one end of the green tulle to the end of your skirt, then wrap the green tulle around the ribbon until you get to the end of the skirt and tie a knot.
